HMEL To Make A New Investment Of ₹2,600 Crore At Guru Gobind Singh Refinery, Bathinda
Guru Gobind Singh Refinery, Bathinda, operated by HPCL Mittal Energy Limited (HMEL), will witness a fresh investment of ₹2,600 crore. Under this investment, polypropylene downstream industries will be set up and new fine chemical projects will be established. The announcement was made today during a joint press conference by Mr. Prabh Das, MD & CEO, HMEL, and Mr. Sanjeev Arora, Minister of Industry & Commerce, Government of Punjab.
On this occasion, Mr. Prabh Das stated that due to the Guru Gobind Singh Refinery, Punjab has emerged as a major hub for polypropylene manufacturing in India. He informed that nearly 14% of the country’s total polypropylene demand is met by this refinery. He further emphasized that the refinery has been operating continuously without interruption for several years.
Mr. Prabh Das added that apart from producing fuels such as petrol, diesel and gas, HMEL is now planning to further expand industrial activities through fine chemical projects in Bathinda.
Punjab Cabinet Minister Mr. Sanjeev Arora informed that the refinery, established in 2011, is spread over approximately 2,000 acres and generates an annual business turnover of around ₹90,000 crore. He stated that the refinery contributes nearly ₹2,100 crore annually as tax revenue to the state exchequer.
Mr. Arora further said that the new investment of ₹2,600 crore will create new employment opportunities for youth. Currently, the refinery provides direct and indirect employment to nearly 10,000 people. He also highlighted that the Bathinda refinery contributes about 5–6% of the country’s total petrol and diesel production.
To promote plastic manufacturing, the Punjab Government is considering developing a dedicated plastic industrial park near Ludhiana, which will further strengthen the existing plastic industry in the state.
The Cabinet Minister assured HMEL that all necessary approvals for expansion will be provided in a time-bound manner. He also informed that HMEL is planning to set up petrol pumps across the state, for which the licensing process has been simplified and licenses are now being issued within two days. In the future, multi-fuel petrol pumps will be established, offering petrol, diesel, CNG, and electric vehicle charging facilities. These facilities will require land ranging from 0.5 to 2 acres.
Mr. Arora stated that this investment will not be limited to Bathinda alone but will accelerate the expansion of refinery-related industries across Punjab. He also highlighted that the Punjab Government is actively working in the renewable energy sector, which will enhance industrial competitiveness in the state.
